Admission Requirements

In order to qualify for participation in yearly and monthly auctions, the Auction Participant must comply with all requirements set forth in the yearly and monthly Auction Rules.

In any case the Auction Participant has to fulfill the following requirements:

  • Recognition by the Austrian regulatory authority as representative of a balance group or
  • has signed a membership to an Austrian recognized Balance Group and
  • BG-Contract with swissgrid

The Auction Participant has to provide APG a Bank Guarantee issued by a bank with long-term credit rating of “BBB-” (S&P) or “Baa3” (Moody’s) or “BBB-“ (Fitch/IBCA) or higher securing overdue payment. The minimal amount of the Bank Guarantee, which has to be submitted by the Auction Participant to the Auction Office Austria in order to participate in the auctions, is fifty thousand (50.000) euro. The detailed Bank Guarantee conditions are set out in article 10, the Bank Guarantee form is shown in ANNEX 9.

An Auction Participant, who has been declared bankrupt or insolvent or granted suspension of payment or against whom a petition for bankruptcy, insolvency or suspension of payment has been filed does not qualify for participation in the auctions.

10.1. Financial Guarantee

To secure the payment of the Auction Price the Auction Participant who has obtained Reserved Capacity shall provide APG a Bank Guarantee with the minimum conditions set out in article 6.2. As soon as the Auction Participant acquires Reserved Capacity at the yearly auction(s), he has to increase the amount of his Bank Guarantee to the
amount which covers all outstanding debts resulting from the yearly auction(s) of Reserved Capacity within 5 (five) Working Days. Otherwise he can lose the Reserved Capacity acquired at the yearly auction(s) and won’t be allowed to participate in the further auctions or in the secondary market until he has provided a Bank Guarantee with the amount requested. The new Bank Guarantee has to be provided to APG both via e-mail (netz.apg@verbund.at) and via post (original) within 5 (five) Working Days.
Instead of increasing the amount of the Bank Guarantee Auction Office Austria will accept in advance payment for the total amount for all kind of auctions
(e.g. yearly and/or monthly auction) within five Working Days after the publication of the auction results (relevant deadline Y3, see article 8.1 and/or relevant deadlines M3; see article 9.1) to the account set out in article 10.2. 10.2. Austrian Business Account and Direct Debit Authorisation. Additionally to the Bank Guarantee the Auction Participant who has aquired Reserved Capacity has to communicate to APG an Austrian business account within five  Working Days after the publication of the auction results (relevant deadlines  Y3, see article 8.1 and/or relevant deadlines M3; see article 9.1);  has to enable APG to effectuate automatic collection with a direct debit
authorization from an Austrian business account in APG´s favour (the form for the direct debit authorization is shown in ANNEX 5).

If the Auction Participant is not able to communicate an Austrian Business Account to APG, APG will accept in advance payment for the total amount  for all kind of auctions (e.g. yearly and/or monthly auction) within five Working Days after the publication of the auction results (relevant deadline Y3, see article 8.1 and/or relevant deadlines M3; see article 9.1) to the following account:
